So, He stole the identity of Harrison Wells so he could speed up the development of particle accelerator and transform Barry into a speedster before it was supposed to happen, and use his power to return to the future. Eobard Thawne used a device called "The Genetic Camouflage Device" from the future, to take the identity of Harrison Wells by copying his DNA.
